ARE you being asked to pay acouple of rands extra when
buying prepaid electricity? Re-port the shop-owner – additionalcharges are against the law.
Tuckshops have come underscrutiny from the City of CapeTown and Pay City – the companycontracted to supply prepaid elec-tricity and airtime – as consumerscomplain about some vendors over-charging them for “paper costs”.
Andre van Veen from Pay Citytells People’s Post that while com-plaints have been received from allover Cape Town, the trend is main-ly noted in predominantly poorercommunities.
“Electricity is a basic essentialservice for all and it’s sad that theseguilty vendors are ripping off the
poor by overcharging them. If cli-ents buy electricity for R10, they getcharged about 80 cents extra for thepaper. This is totally illegal,” hesays.
These extra charges causes cus-tomers to travel for kilometres tobuy units without the additional“levy”.
“We have also found that some-times shop owners demand that cli-ents buy something in their shopsfor them to get their 50 free basicunits. This is also against the law,”he says.
People’s Post visited various ven-dors in Mitchell’s Plain to purchaseelectricity, and none attempted tocharge extra.
But a resident of Mitchell’s Vil-lage tells People’s Post that twoyears ago, overcharging was com-mon practice for many small ven-dors in the area.
“I know of a few shops that weredoing this and I reported themtoEs-kom. Since then, the shops haveclosed down and all vendors arenow trading as required.
“The shops used to charge R1 ex-tra on all electricity purchases,” hesays.
Leslie Rencontre, the City’s Di-rector for Electricity Services, saysthe council has a zero-tolerance ap-proach to the exploitation of elec-tricity consumers.
“Our vendors are only allowed tocharge the approved electricity tar-iff and if we are made aware of sucha problem, we will investigate. Ifconfirmed, the electricity point-of-sale is disconnected and will be pro-hibited from any future selling ofprepaid electricity,” he states.
Rencontre urged customers whowere charged extra to report this tothe City so that the matter can be
probed. “These vendors are sub-contractors or contractors, who arein turn sub-contracted by the serv-ice providers contracted by theCity. However, because they are acontractor of one of our service pro-viders, we can influence their oper-ations within the city,” he says.
“We would like to encourage ourcustomers to familiarise them-selves with the City’s electricitytariff system and to be aware of theelectricity tariff that they are on.
“They must ensure that theyknow their rights, insist on onlypaying the approved tariff, andbring any deviation from this to ourattention. Any eligible customercan request and receive their freeunits without making any pur-chase,” he says.
In a bid to eliminate the ripping-off of consumers, the City and PayCityhave createdaprepaid electric-
ity voucher where customers canbuy any amount of electricity with-out going to a shop or retail outlet.
Van Veen says the company willhave locals going from door-to-doorselling electricity vouchers from avending machine. Normal commis-sions will be applicable from thesuppliers. Van Veen further ex-plains that in order to combat over-charging, the client can also accesstheir free basic units at the cost ofa standard SMS.

Diep River cops arrestedLIAM MOSES
THREE officers from the Diep River policestation will spend the next two weeks inPollsmoor Prison after appearing in theWynberg Magistrates’ court on charges ofcorruption. The three officers, who areaged between 28 and 42, were arrested onTuesday last week and held at Wynberg Po-lice Station until they appeared in court onThursday.
According to the police, several caseswere reported at the Steenberg, Diep Riverand Wynberg stations allegedly implicat-ing these officers in corruption.
The police are currently investigatinghow long the officers were allegedly in-volved in corrupt activities.
The three men, who hold the ranks ofwarrant officer, sergeant and constable,will appear in court again on Tuesday 3April for a bail application.
People’s Post contacted the provincialheadquarters of the South African PoliceServices on Friday for more about the case,but they had not responded by the time ofgoing to press. The questions posed to theSAPS Western Cape asked for specific de-tails about the crimes committed, whichstation or department would be carryingout the investigation, and whether the of-ficers were being held separate from or to-gether with the other prisoners in Polls-moor. Other information was also request-ed. SAPS Western Province has urged thecommunity to report all acts of corruptionand police misconduct to the Anti Corrup-tion Hotline on 0800 701 701.
City project to restoretoad breeding siteA PROJECT to restore
the Skilpadsvlei area– which used to be the onlyknown breeding site of theendangered Western Leop-ard Toad in Kommetjie –has been embarked on bytheCityofCapeTown’sEn-vironmental ResourceManagement Department.
Skilpadsvlei forms part ofthe historic wetland system,which is currently protectedas a public open space withinErf 3719 and Erf 3720 on Ben-ning Drive in Kommetjie. Itstill contains seasonal wet-lands and a substantial Milk-wood thicket.
The project seeks to re-store the wetland system aswell as to re-establish thebreeding site of the endan-gered Western LeopardToad, which was destroyed as a result of the1940s trend to fill in wetlands.
The restoration of the breeding site will notonly be of significant conservation value fora threatened species, but the wetland systemas a whole will also be improved and will con-tribute more efficiently to the ecological serv-ices of the area – such as purifying water andregulating run-off.
The rehabilitation efforts will initially berestricted to the re-creation of a wetland areain the disturbed section of Erf 3719, a portionof the historic extent of Skilpadsvlei, but willalso include efforts to restore the ecologicalfunctioning of the existing seasonal wetlandarea and to aesthetically enhance the publicopen space.
The re-creation of the Western LeopardToad’s breeding site will be restricted to aportion of the water body, as service infra-structure has been installed across Erf 3719.There is, however, adequate space to recreatea suitable wetland area. The wetland needs
to contain water until the end of January inorder to ensure that the tadpoles have suffi-cient time to develop. The initial phase willinclude removal of material with earth-mov-ing equipment. The edges will be sloped man-ually to ensure a natural gradient.
The re-establishment of the locally indige-nous vegetation will be an ongoing processas previous experience has shown great suc-cess, allowing re-establishment from the seedbank contained in the uncovered peat layer.The natural germination will be augmentedwith planting of indigenous plant material.
It is hoped that sufficient Western LeopardToads occur in the Kommetjie area to allowa breeding population to naturally re-estab-lish.
The site will be monitored and if a popula-tion is not established, plans will be made tointroduce animals from the nearest existingpopulation. Any re-introduction efforts willbe planned and implemented with expert in-put and all of the relevant permits.

THE fund-raising arm of theRed Cross Children’s Hospi-
tal hopes to raise in excess ofR3 million over the next threeyears, for the Western Cape’sfirst dedicated Paediatric Pallia-tive Care Service.
The service is run by an organisa-tionknownas theBigshoesFounda-tion, which was founded nine yearsago and set up its first hospital-based consultative service at theChris Hani Baragwanath Hospitalin Johannesburg.
Today, it provides training andsupport to a number of hospitalsaround the country.
Palliative care focuses on reliev-ing the suffering of patients andtheir families who are dealing withlife-threatening or life-limiting ill-nesses. According to the Children’sHospital Trust, there are not manyhospices that are able to confidentlytreat terminally ill children. “Thetrust’s fundraising for this pro-gramme is part of our extendedstrategy to fund programmes thatnot only support the needs of thehospital, but also impact morebroadly on supporting paediatric
health care in the Western Cape,”says Louise Driver, the CEO of thetrust. “Death in childhood is un-thinkable but a tough reality - theBigshoes programme will help af-fected patients and their familiesdeal with this reality and allow ter-minally ill children to be able tospend their last dayswith their fam-ilies in their home environment do-ing the things they love, withoutpain and with peace.” In the prov-ince alone, more than 80 000 chil-dren find themselves in need of pal-liative care, but because of theshortage of services, many end upspending prolonged periods in hos-
pital, which adds to the emotionaland financial burden on their fami-lies. The Bigshoes Foundation aimsto provide training that will givethe children dignity, relieve theirsuffering and offer support to fami-lies who care for them. It will alsotrain, support and mobilize healthcare workers at tertiary and dis-trict hospitals, intermediate facili-ties and home-based care organisa-tions to provide the proper care forthe children. The foundation esti-mates that it will need R5.6 millionto fund the programme over thenext three years - it will raise 50%and the trust the rest.

The City of Cape Town's Library & Information Services Department implementedits new library management system, known as Brocade during 2010 and 2011. Thenew system has enabled the City's libraries to be on the same system for the firsttime in its history. This allows library users to be able to use their library cards in alllibraries across the city and makes it possible to easily share library materialsbetween libraries.
The library service's Online Public Access Catalogue (OPAC) has also been rolledout at the start of 2012 and allows members of the public to access the library'scatalogue and be able to search for the availability of a book in any of our libraries.One additional benefit of the new system is the advent of “My Library”. Whenaccessing the library OPAC, one of the options available is the My Library option,which appears as a tab on the screen. My Library allows library users to do thefollowing:
View and change certain personal detailsView items on loanView reservationsRenew library materials (where applicable)
The OPAC is available in most of our libraries but is also available via home access.When using the OPAC in the library it also allows users to access our electronicreference resources, including World Book Online and Britannica Online. FIFTH SUPPLEMENTARY VALUATION TO THE 2009 GENERAL VALUATIONROLL (SV05) FOR THE FINANCIAL YEAR 2011/2012Notice is hereby given in terms of Section 49 (1)(a)(i) of the Local Government: Municipal Property Rates Act, 2004 (Act no. 6 of 2004),hereinafter referred to as the “Act,” that the Fifth Supplementary Valuation Roll to the 2009 General Valuation Roll (SV05) for the financial year2011/2012 is open for public inspection at the venues below from 20 March 2012 until 26 April 2012. The forms for the lodging of objectionsare obtainable at these venues. In addition the valuation roll will be available on the Council website from 20 March 2012 (the address isprovided below).
Properties were selected to appear on the Fifth Supplementary Valuation Roll to the 2009 General Valuation Roll (SV05) Roll in terms of Section78(1) of Act if the property a) was incorrectly omitted from the Valuation Roll; b) has been included in the municipality after the last generalvaluation; c) has been subdivided or consolidated after the last general valuation; d) has undergone a substantial increase or decrease in marketvalue since the last general valuation; e) was substantially incorrectly valued in the last general valuation; f) must be revalued for any otherexceptional reason; g) of which the category has changed.
In terms of Section 49(1)(a)(ii) of the Act, any property owner or person who so desires may lodge an objection with the municipal manager inrespect of any matter reflected in, or omitted from the valuation roll, within the abovementioned period.
Objections may only be lodged in respect of properties valued on the SV05 Roll. The owners of these properties will be notified of their SV05 valuationsin writing at the postal address currently held on the City’s database.
Attention is specifically drawn to the fact that in terms of Section 50(2) of the Act an objection must be in relation to a specific individualproperty and not against the supplementary valuation roll as a whole. They were after all justtheories as per your article ( People’s Post, 13March 2012). Yes, that’s exactly what they are,just theories, as you say, evolution is a theory.

It is good for people to read about evo-lution but also read the Bible and other litera-ture that exposes and offers an alternative toevolution. I agree with Jan Van De Venter thatwe still teach our children about the tooth fair-ies but we do admit later in their lives it’s onlya fairy story, and so is evolution. Should children be taughtfact or faith at school?CHILDREN must be taught facts. The con-troversy about evolution is not a scientificcontroversy, it is a controversy where cer-
tain groups of people do not want to acceptreality.
Evolution is the theory that unites all as-pects of biology and, furthermore, unites bi-ology with geography and history. It is theonly theory that explains all that we observein the natural world. This makes it essentiallearning for anyone who wants to under-stand how life came to be what it is and whyorganisms are the way they are.
What about its relevance to the averageperson? Education is firstly teaching a childhow to think and how to make good deci-sions. Even if the subject content proves ir-relevant, the methods they learn, how toweigh evidence, how to think logically andhow to go about finding an answer, will al-ways be valuable. That said, evolution doesmatter.
Understanding evolution means under-standing how life changes. It will let youknow why you need to always finish acourse of medicine. Not seeing the rele-vance to that is what has led to drug-resist-ant strains of TB, a major killer in South Af-rica. Surely an idea that improves one’shealth and the health of the rest of the popu-lation is worth knowing? Aside from thepractical benefits, I would say that the won-der of knowinghow theworld truly is, is rea-son enough to learn.
People are entitled to their faith, but thatentitlement ends when it contradicts facts,supported by evidence and not just wishfulthinking. To quote South African bloggerTauriq Moosa, “How the world is oftendoesn’t correspond to how we wish it to be.”There are many faiths but there is only onereality, and the only reliable way to under-stand that reality is by following the evi-dence, whether it goes against faith or not.JASON BOSCH

‘Golden Oldies’ right on targetLIAM MOSES
ARCHERY is not normally thetype of hobby one would associatewith the elderly, but it seems thesport is thriving amongst a smallgroup of retired people from thesouthern suburbs.
The group, who refer to them-selves as the “Golden Oldies”, allpractise at Protea Sports Club inMain Road, Retreat.
All the “Golden Oldies” first triedthe sport after retiring and fell inlove with it as soon as they firedtheir first arrow.
Fish Hoek resident Sigmund Saf-fer, 79, who started the sport eightyears ago, says he loves how archerypushes him to strive towards perfec-tion.
“It’s a sport that’s always at theback of your mind. For many years,my sport was karate. In karateyou’re competing against yourself,trying to better yourself, and this is
the next way to do it,” said Saffer.“You shoot here every morning, or
three four times a week, and you arealways trying to better yourself. It’sone way of trying to achieve an ide-al.”
“It’s not really a sport, it’s an art.You’ve got to keep on with it, you’vegot to practise and the better you getthe more you enjoy it.”
Saffer added that the social ele-ment of the sport also made it veryenjoyable for him and the rest of thearchers.
The group practises everyWednesday and Friday morning andthey all say that socialising with oth-er like-minded people is one of thethings they enjoy most about thesport.
John Monro, 76, a former quantitysurveyor from Lakeside, said hiswife encouraged him to take up thesport after he retired 12 years ago.
“My wife found that she was hap-pier when I was doing something outof the house so she bought me a bow
and arrow and told me to go and lookafter myself,” said John.
“It’s partly outdoors, one canshoot indoors also because there arethe facilities at Protea Sports Club.And there’s a bit of exercise involvedand a little bit of social interactionand it’s good fun.”
Constantia Hills resident Marga-ret Ramsay, 69, says she took up ar-chery 10 years ago, after the death ofher husband. According to Ramsay,the sport suits here personality per-fectly.
“It’s a challenge, just to hit thebull, just to get there. And to keep do-ing it again and again and again,”said Ramsay.
“And I think yes, maybe if you likea challenge it helps. Because I’m justone of these people who likes to dobetter and better at a thing that I en-joy.”
All the “Golden Oldies” agreedthat archery is perfect for retiredpeople because it wasn’t as strenu-ous as other sports.

FORMER Western Province andStormers wing Egon Secondshas been appointed coach of theRondebosch Boys’ High SchoolU15 side.
Seconds, who played over 90games for the union and scored 88tries during his time there, was ap-pointed coach and took his firsttraining session with the side twoweeks ago.
The Mowbray resident believesthat theyoungRondeboschplayerswill benefit from his experience,both on and off the field, as well asthe friendships he forged duringhis playing career.
“My experience though comes inwhere I can literally sit with thoseyoungsters and actually tell them‘this is what you need to focus on’,‘concentrate on this’, ‘these areyour weaknesses, these are yourstrong points’,” said Seconds.
“With my experience, I can gothrough any position and even getexperts to come help and showthem how it’s done. I think not justmy experience in rugby, but alsothe friendships that I’ve built canhelp any team that I’m involvedin.”
Seconds was appointed byRondebosch director of rugby, andfellow former professional, Clin-ton van Rensburg, who played forthe Cats, Sharks and several otherteams during his 16-year career.
According to Van Rensburg, Sec-ond’s technical abilities were onlypart of the reason for his selection.
“I’ve got a long history withEgon and we have played a lot ofrugby together and against eachother. I just got to know his man-ner and the way he worked withpeople and I just knew that hewould be an absolute success atRondebosch,” said Van Rensburg.
“Beside his technical skills, it’salso the way he interacts with peo-ple and how he carries himself. He’s the type ofcharacter people can look up to. He’s a good rolemodel.”
Seconds added that other famous faces, suchas former and current Springboks Bolla Con-radie and Gio Aplon, could be visiting his teamsoon.
“The plan is, maybe later on, when I’ve settledin, to bring in some of my friends. The Bolla’sto help the scrummies, to get some of the GioAplon’s,” said Seconds. “I want to bring that in-teraction in, but only later on. I think for nowI need to first get to grips with them.”
Seconds played Currie Cup rugby for WesternProvince and Griquas, Super Rugby for theStormers and was at one stage in his career onthe verge of selection to the Springbok squad.Since leaving the professional game, he hasplayed club rugby for Hamiltons and for the SARugby Legends team. The 31-year-old also hasa burgeoning broadcasting career with regularslots on Cape Town TV and The Taxi internetradio station.
“My main goal is not to lose a game, but itdoesn’t always work like that. I think it’s justto be consistent and to teach them that the gameis not about individual brilliance. You have thatin certain spurts in the game, but the majorityof the 80 minutes on the field it’s about a teamsport.”
